When Raditz arrived on Earth, we learned that Goku had a power level of 416. Piccolo was at 408. By the end of the Frieza saga, we were seeing power levels in the millions. By the Cell Saga, Toei and Toriyama had quietly stopped giving us numbers at all.
Why Numbers Stopped
The problem with hard numbers is that they grow too fast. Once you're comparing Frieza's 120 million to Goku's Super Saiyan multiplier, the numbers become meaningless to a casual audience. So the show shifted to qualitative comparisons — this character is "leagues above" that one.
